1. What is the aim of CCP?
1.1. COUNTER CRIME PARTNERSHIP is a Shared Radio and Exclusion Zone community. The aim is to make our towns a secure environment to work, shop and enjoy ourselves.
2. What is the legal standing of CCP?
2.1. We are a private body with a legitimate interest in our community, exercising the rights of property for the benefit of our members.
2.2. COUNTER CRIME PARTNERSHIP is a trading style of TENDRING SECURITY LIMITED. We are registered in the United Kingdom by Companies House at 62 - 64 CARNARVON ROAD, Clacton-on-Sea, Essex CO15 6QA, under reference 11538334.
3. Where does CCP operate?
3.1. Our hometown and flagship scheme is CLACTON-ON-SEA in Essex. The majority of our members are in the district of TENDRING.
3.2. We offer a fleet radio hire infrastructure and back-office management service, whereby other towns can benefit from our proven systems, processes and Control Room.
4. Who can join CCP?
4.1. Primarily our membership will be Bars, Hotels, Pubs and Retailers.
4.2. Security Industry Authority (SIA) licensed individuals, who work in the geographical area can join CCP.
4.3. Membership is extended to any business who is directly affected by retail crime and/or anti-social behaviour, and it can be determined that membership will be mutually beneficial.
4.4. Membership is extended to any humanitarian organisation operating in the geographical area.
4.5. Membership may be extended to any altruist business where CCP is satisfied that there is no ulterior motive and there could be a clear possible benefit for allowing membership.
4.6. Membership is defined as a person or business who has signed the CCP Membership Agreement, including Data Sharing and agreed to pay for Membership where appropriate.
4.7. All membership will be subject to approval by CCP.
5. How do CCP Members achieve our aim?
5.1. We believe that prevention is better than cure so first and foremost Members will warn each other in real time, using CCP Radios, when we see known Offenders or if we have a Theft or Attempted Theft.
5.1.1. Offenders tend to choose the path of least resistance, so are usually deterred from entering a premises where there is someone on the door holding a Radio.
5.1.2. CCP encourages Members to physically help each other on a safety in numbers basis.
5.2. Incidents will be recorded in our data system so the information might be translated to intelligence and disseminated back to members and/or the Police.
5.3. Profiles will be accessible in our data system so if we hear a Name on the radio that we do not know, we will be able to look that person up.
5.3.1. We will identify offenders for each other through our data system.
6. Who are CCP Officers?
6.1. CCP is run by a team of volunteers, usually people who work for a CCP Member, who would like to donate some of their time to help CCP Members.
6.2. In the event that CCP Officers who are employed by or volunteer directly for CCP, have access to personal data, they will be required to disclose any previous convictions on application (and if appointed, required to disclose in future). This is so CCP can decide whether there could be any impact on our integrity.
7. How will the CCP Team help you?
7.1. Every Town Centre and Retail Park can have its own channel.
7.1.1. All channels are monitored simultaneously in the CCP Control Room by a Control Room Officer who can relay intelligence between channels as required, transfer users to 999, or merge local channels in the event of a major incident.
7.2. Our Control Room supports members by helping to manage an EXCLUSION ZONE that is compliant with this constitution and all of the latest data protection regulations.
8. Who is in charge of Data Protection?
8.1. TENDRING SECURITY LIMITED is the Data Controller for COUNTER CRIME PARTNERSHIP. We are registered with the Information Commissioners Office (ICO) under reference ZA509484.
8.2. CCP: Control Room Officers are Data Processors, acting on the instructions set out by the management of COUNTER CRIME PARTNERSHIP.
8.3. CCP Members are Data Controllers.
8.3.1. CCP Members, represented by third party employees, such as Security Guards and/or Store Detectives are responsible to ensure these abide by membership rules.
9. Where is Offender Data stored?
9.1. CCP Members communicate and share information with other CCP Members and/or with CCP Officers using a purpose-built data system that we subscribe to, called SentrySIS.
9.1.1. The Offender Data must only be used for the prevention and detection of crime.
9.1.2. This data is not for public dissemination.
10. Does CCP work with any other Partners?
10.1. CCP may work with other BCRP’s and Crime Hubs. We will share information by means of SentrySIS.
10.2. CCP may report information to the Local Council, POLICE and/or Trading Standard for the purposes of the prevention and detection of crime, by whatever means they specify. On occasion this method may be via email.
10.3. CCP may work with Agencies such as Probation Service, Royal Society for Protection of Cruelty to Animals (RSPCA) and/or Social Services. There may be communication by email, but this will usually not include the sharing of images or video.
11. How is CCP financed?
11.1. CCP is self-sustaining; proudly and entirely paid for by Members.
12. Who Manages CCP?
12.1. The Director(s) of TENDRING SECURITY LIMITED is(are) responsible for making sure that our legal entity meets all governing responsibilities.
12.2. COUNTER CRIME PARTNERSHIP has a Group for Engagement, Management & Steering (GEMS), made up from a cross-section of people, committed to the cause of countering crime.
12.2.1. How are GEMS appointed?
12.2.1.1. The Chairman of GEMS is elected annually at the Annual General Meeting (AGM).
12.2.1.2. GEMS are nominated by a Member, seconded and must accept the appointment. For decision making, GEMS have one Vote each.
12.2.1.3. A Director of TENDRING SECURITY LIMITED will be an ex officio GEMS by virtue of their position and has one Vote.
12.2.1.4. Co-opted GEMS are people who have expertise to offer to the committee, but may not necessarily be a CCP Member. They may represent an external organisation. These will be nominated, seconded and invited by the committee to join them, but will not have a Vote for decision making.
12.2.2. Who can join GEMS?
12.2.2.1. Any person working for and authorised by any CCP Member can potentially be part of GEMS. Members can determine internally who their representative is. For example, any member of staff may join GEMS, so long as authorised to do so by the store manager.
12.2.2.2. GEMS can be, but are not limited to being from the following:
A. Bar & Restaurant
B. Door Supervisor
C. Franchisee Director
D. Housing Manager
E. Letting Agent
F. Local Independent Retailer
G. Retail Manager
H. Security Guard
12.2.3. How many GEMS are there?
12.2.3.1. Ideally, between 5 and 11 people for voting purposes. In the event of an even split, the Chairman will decide how to proceed.
A. Chairman = 1
B. Nominated = Between 2 and 10 including 1 Ex officio
C. Co opted = As many as required

12.2.4. How long can GEMS serve?
12.2.4.1. Ideally, the Chairman will serve 12 months, however there is no minimum or maximum term as we appreciate people may be promoted, change jobs and/or have more or less time to volunteer. People can be re-elected.
12.2.5. What is GEMS Mission?
12.2.5.1. To manage and steer CCP to achieve Aims and maintain Principles by, but not limited to:
A. Introduce and improve ideas to reduce the effect of Crime and Anti-social Behaviour upon Members.
B. Work with the Business Community and recruit new Members.
C. Pursue a working relationship with the local Police and Council.
13. What are CCP’s Principles?
13.1. INTEGRITY
13.1.1. As an organisation aligning itself with the law, we must be seen to be honest and have strong moral principles.
13.1.2. CCP Officers and GEMS must lead by example and be brave enough to moderate and guide CCP Members in relation to good radio communication and written records.
13.2. SUPPORT
13.2.1. Safety in numbers is a proverb at the very core of how CCP Members have evolved operate. We all talk with each other about Shoplifters, Anti-Social Behaviour and if appropriate we help each other when issues arise.
13.3. PEACE & RESPECT
13.3.1. Always try to de-escalate a situation before engaging physically. This must be a last resort and only in accordance with Section 24(A) POLICE AND CRIMINAL EVIDENCE ACT 1984 - https://www.legislation.gov.uk/ukpga/1984/60/section/24A
13.3.2. We should treat people as we would like to be treated ourselves.
13.4. PROPERTY
13.4.1. In the event that Stock belonging to another Member is recovered, this should be communicated using the CCP Radio and promptly returned to the rightful owner. CCP Officers will assist you with this if more convenient.
13.5. FAIRNESS & EQUALITY
13.5.1. In all areas, we must act without favouritism or discrimination.
13.5.2. CCP will defend Factual Descriptions and/or Memorable Nick-names given to Offenders before we know their actual name; so long as not intended to be abusive.
13.6. CARE FOR OUR PLANET
13.6.1. CCP encourages all Members to look after where we live.
13.6.2. If we all do a bit, we can actually achieve a lot.
13.7. PRIDE
13.7.1. We are CCP Members because we want to make a difference in our towns. Be proud of that and our organisation.
